China's MIIT Introduces New Digital Network Access Permits

The Ministry of Industry and Information Technology (MIIT) in China has recently announced a new digital format for Network Access Permits. This update aims to make the process more flexible and eco-friendly.

What's New?

The new digital Network Access Permit can be created by the manufacturers themselves, as long as they follow the guidelines set forth by the MIIT. This digital permit can be displayed in various ways, such as on-screen within the device's operating system. This eliminates the need for paper permits, making the process more sustainable.

How to Get Started

Before using this new digital permit, manufacturers must submit all necessary information about their telecommunication equipment, along with their plans for displaying the new permit, to the MIIT. Once approved, the manufacturer is free to use the new digital permit on their products.

Display Options

Manufacturers have multiple options for displaying the new permit:

  1. Electronic Display: Integrate and present the permit into the telecommunication device's operating system or management software.
  2. Physical Printing: Print the permit on the device's exterior, nameplate, or packaging using methods like inkjet printing or etching.
  3. Label Adhesion: Attach a label featuring the permit to the device's exterior, nameplate, or packaging.
  4. Other Approved Methods: Any other methods that meet MIIT's requirements.

Design Elements

The digital permit consists of four Chinese characters of "network access license" or "network trial", a graphic logo, and a shading background color. Black and white styles are also available but without a shading background.

Technical Details

Device model should be consistent with the equipment model listed in the network access license (including the approval document for network access trial). The manufacturer should also add it on the license logo vector diagram according to the specification requirements.

Each digital Network Access Permit includes a unique 21-character code. The first six characters are tied to the device's model number, which is obtained along with the Network Access Permit. The remaining 15 characters are generated by the MIIT based on the application of the manufacturer.

Important Dates

  • July 1, 2023: The new digital Network Access Permit becomes effective.
  • July 1 - December 31, 2023: Manufacturers have the option to use either the new digital permit or the existing paper-based permit.
  • January 1, 2024: The new digital permit will be the only option available, although existing paper permits will remain valid for their specified duration.

Additional Note

Manufacturers are no longer required to display the Network Access Permit number on telecommunication product packaging, built-in information, or advertisements.
